Each Clan would have to have enough SM's to pass the bills; one per clan that is participating. And unless you had a majority involved at that point it will be even harder to pass several bills for each clan than just one. Where some people may be inclined to be nice and pass one bill, they would be more hesitant to pass 5 bills for each clan.

It's supposed to start tommorrow. Message Sconibulus if you are signing up. If there isn't enough participation then it probably wont happen.
