The following takes place within the hallowed halls of Magisterius University. Yamiko looks around the round table wearily. Another day, another meeting of the Council. Always with the endless meetings. She had far more important things to do than sit around discussing budget concerns. Idly her mind drifted back to her little writing desk, where yet another letter awaited reading for the fifth time, savoring, and replying to before she retired to bed. She felt a smile creep across her face at the thought of replying to her "penpal" -- his latest comparison of her unseen beauty to a pure white lily had both painted a flush on her face and left her walking on air the rest of the day... Oh, right. Meeting time. Yami stood, anxious to begin so she could get home. "Ahem! As Denerid appears to be a little late, I hearby propose that we triple the funding on every department, passed by acclimation, and go home. All in favor?" |

Sconibulus shakes his head at the impetuous girl, "That sounds like an excellent plan, will you be providing said funding?" He too longs for this tedious business to be done, so that he can return to his experiments. |

Chancellor Kaelas, mostly hidden behind the numerous stacks of records, petitions and other such debris of bureaucracy piled before him, merely laughs. To be honest, that's not the most unreasonable request he's had put before him. At least that one had actual numbers in it rather than 'plze give moar $ thnx' like the one from the fraternities association. He stands up and calls out "All right, children. Let's get this over with. We have several matters to go over and I for one would like to see them done right and fast." He rifles through his papers before selecting a unmarked scroll. "First off, we've gotten the funds approved for the new Library expansion so the construction commences in 3 hours. Secondly, we'd like to thank our newest staff member, Magus Shukar, for his diligence in maintaining our weapons inventory. Ah, last thing on the submitted agenda, before we get the budget approvals is a proposal from Professor Echothrice. Is he here yet?" |

"He'll be... delayed," whispers an ominous voice from the corner of the hall. The shadowy Professor Denerid floats forward, and settles into his usual seat at the Council. "And Miss Kuronue," he says, glancing idly at the harried young girl, "your funding proposal is rejected, until you can present a plan to make it revenue-neutral." Yami pouts her full lips cutely, her eyes dancing. "Aww, and here I thought we could be done with all this money nonsense early." The Professor's face is entirely hiden from view by his habitual cowled robe. And yet everyone in the room still got the impression that the expression on the pool of darkness where his face would be visibly soured. "That money stuff, young lady," he says, "pays for our security, your upkeep, and your more... eccentric hobbies. You would do well not to ignore the foundations of our institution." |

Yami waves a hand idly. "Yes, yes, and I'm sure we're all donating all we can to the cause," she adds, purposefully not recalling her tardy - ok, ok, absent - donations this month - I was being attacked, dammit, I needed the cash for walls! - as she attempts to speed the meeting to a close. Maybe she'd still have time for a shorter note to go out with the morning mail... |

"Well, I'd like to get through it as well, I'd like an additional 20% this month, for some of those eccentric hobbies you mentioned, also the other students have sent me a number of letters requesting that I work towards more single housing for upperclassmen." He's flipping through a sheaf of letters, "Apparently it's getting unbearable, of course there are also the standard requests for better and more varied food in the meal halls, feel free to ignore those... Oh, here's an interesting one, apparently the summoning chambers aren't cleaned often enough, we've got some complaints of 'sticky residue of infernal origin.'" |

"I totally did not need to hear about that last bit, but it strikes me that cleanliness is indeed of vital importance. Make it so." The voice emanated from the man in the wheelchair, conspicuously missing his legs below about midthigh. "Sorry I'm late, I had to scold a couple of passing students for attempting to lay a snare trap for other students. Did I miss anything of importance?" |

"I'm gonna have to agree with Professor Echothrice on the both the we didn't really need to know why, just clean it. And to catch you up: nonsense, nonsense, Library growing, Magus Shukar good, Miss Yamiko's budget got turned down again by Professor Denerid, and you heard Sconibulus' somewhat disturbing news. Which brings us to your proposal?" Kaelas is rather obviously hoping for some legitimate business to justify this excursion into madness. |

"Let's not just... ignore Mr. Arquolin here," Denerid's hollow voice whispers. "He may actually have some points, for once. Some new upperclass dorms would be a worthwhile expense. He's right, we can ignore the commissary requests. And, while he could use some help phrasing it, proper maintenance of the summoning chambers is actually a valid concern. Considering how many incursions from the Immaterium we've had to repel this seasons, we might as well toss that into the new Defense appropriation. Which is in the blue packet before you, Section 13, around page 243." |

Yami suppresses a groan as she flips open the packet, her eyes skimming over the page. He mind, though, saw other words, words she'd already memorized, words that began "My dearest Yamiko" and ended "Yours always, Sir Kibble". She sighed happily. Nothing could ruin her mood today. |

"Thank you for addressing those concerns Denerid, but it appears that you missed Sconibulus's request for more funding for himself. Sconibulus, I have two points to make on that topic. Firstly, when you have results to show a member of the council that are neither slag, nor some unidentifiable goo, then you can have more funding. Secondly, you really must learn to use your indoor voice, as I could hear you from halfway down the hallway." Echothrice moves his chair to a conveniently open location at the round table. "My proposal is rather simple. Owing to my present incomplete lower limbs, I am unable to ascend or descend flights of stairs, which is neccessity in order to reach the majority of the classrooms, workrooms, and so on. I propose that either some alternative form of ascent is arranged for me, or that my classes be rearranged such that they are no longer located, depending on class mind you, on the 4th, 2nd, 3rd, and 1st floors of separate buildings. "Hey... I've almost got Feejee swimming, and our Viktor models work admirably, as Lady Kuronue can attest, just because there are bugs at first doesn't mean it won't eventually work..." He pretends to pout a little. "Your request seems mildly reasonable however, consider my vote cast in favour," he leafs through the massive budget tome in front of him, "Is there a reason this is so massive and incomprehensible? At some point I need to look around for suspicious new things in your lair." |

"Alright, so, no more money for the crazy's crazy projects, yes more money for cleaning up after the crazy's crazy projects, and relocate all the classes in the... what department do you teach again?" she asks, glancing at Echothrice. "In fact, when did you start teaching again? I thought you were on indefinite leave?" |

"I was on leave. I started up teaching armor theory classes again this past week after certain unfortunate circumstances neccessitated the acquiring of new applications of my labor, so as to preclude my continued experimenting in potentially hazardous...endeavors." Echothrice sighs and leans back in his chair. "Alright, I was getting bored, and Kaelas was nice enough to allow me to take over a class from a teacher here, a teacher there, and so on. Unfortunately, he neglected to confirm where said classes were located before transferring them to me." |

Kaelas winces. "I do apologize for that. It was careless of me to have overlooked something so necessary. I think we're agreed that something must be done in order to help Professor Echothrice? And any others with similar circumstances." Kaelas looks around and sees only positive response (why is Yami so happy?). "I would suggest that while it might seem more expensive and complex to arrange for an alternative method for getting to the upper level, as compared to rescheduling the Professor's classes, the former plan would solve the issue in a much more permanent fashion." Kaelas takes a deep breath, knowing full well what he might invoke with this next utterance, "Does anyone have any ideas for an safe, efficient means of getting to the upper levels for those with unable to use the stairs?" He very carefully avoids making eye contact with Sconibulus. |

"What is safe? Systems fail, stairs can be fallen down, I think this could be done rather well through insulated cubes in thermal channels, with a variate energy supply. This would be useful for moving heavy Machinery as well, if we made the thermals powerful enough." |

"As I would be one of the primary users of said system, and merely knowing that it was proposed by Sconibulus, I have two points to make. Firstly, this is an innovative idea, and could very possibly be made to work. Secondly, I will not ride said system until it has been in place and tested a minimum of 1 month, after which period of time I shall personally test it by sending Sconibulus up and down it as many times as possible for an hour. I will personally compensate him with free chips. In other words, I am in favor of his proposal, so long as he is very strictly watched, and not allowed to actually touch the end stage product." |
