Darghelm, in the Foothills of Ulvania
The hardy people of Ulvania value family bonds and friends over all else, so Darghelm has developed an extensive network of taverns, cozy inns, and messaging systems. They are not a cowardly nor xenophobic people and so allow people from all over the continent to use their taverns and speakeasy establishments.

Thoughts be abound on this particular topic.

One that I thought up for this is as follows:

Break down the Permissions into Title based duties, like
Librarian for being able to access the Library functions of a Clan. Recruiter for those who can invite members.
Armourer for dealing with the Armoury.
Quartermaster for those that work in the depot.
Senator for those to have a voice in the Senate.
Tactitians/Diplomats to deal with other Clans.
Moderator to moderate the Clan forums.
That way one could offer a member the ability to recruite members, but not allow them to change things in the armoury, or have someone who needs it, the ability to work on Clan golems and the like.
Other such options could open up with that as well, but this is just a rough Idea, so pick it apart, put it back together, improve it, or disprove it at your leasure.

That still leaves problems, I think each clan should get something like 15 title slots (nice 2^x number, including SM), you can set one of the slots as default entry, you can set the permissions for every slot, and give your own title to every slot. Perhaps even the SM slot should be renamable, if possible. This would allow all kinds of lovely customization, as well as giving someone a custom title even if the permissions match, which might be very useful for people looking at a clan from outside and wanting to know where their messages ought to be directed.

Agreeing with sconi, though in my opinion, you should be allowed to define an unlimited amount of permissions/name combinations.

Have a clan start with 4 basic titles, equatable to SM, AD, D, and WK. Have each level of Great Hall add another title slot, and make each title have customizable permissions.

I like Echo's idea. Gives another reason to upgrade the Great Hall.

But I have to insist on the renamable titles- it's really nessesary for Clans that have decided to portray themselves as other than a Clan (ie, ToMU is a University, and so I call myself Chancellor rather than Sovereign Magistrate).
