So, a random idea to go along with the random Bill.

If Zion's Reach is infested with rabid penguins, why can't we attack them? Could a new mob be added that spawned in the town, or at least right next to, that we can attack and help fight off the infestation? Maybe if the entire community can kill some number per day for a number of days, the problem can be resolved and the lottery can reopen. A world event type thing. Just a random idea, but maybe it's a good one.
