it says that there is a 15% chance of blocking melee attacks,

My question is , does that mean 15% chance of blocking all the attacks for that fight or 15% chance of blocking each individual hit?

also does "melee attack" include ranged attacks?

sorry , I guess that is 2 questions :D

Melee does not include range. :(

Dusting off some older memory cells here, but the Block percentage of the shields refers to each individual strike. The battle report will state how many attacks are blocked by the Shield in each round.
