actually, all those numbers could use some fleshing out, maybe some explanation of their meaning? Is it some part of clan warfare where people can take over regions and get benefits of some sort?

Those are legacy numbers. They mean nothing. They're from a point where clans were going to influence the well being of a province.

Perhaps one day, they still will, but for now it's just a remnant of an abandoned system.
