I attacked someone in my town and shut down their golem due to excessive damage. I then attacked again and destroyed the golem. Shouldn't the golem be out of play once it is shut down, causing either a raid or a clan guard to step in?

no, when you shut it down it's just for that battle. in the next battle it will still be able to fight, for a bit at least.
a golem will shut down when it's main hp or it's chest hp hit 1. you need both of them to bottom out at the same time to destroy a golem.

This is also why power sources in the chest can never be looted. A golem that takes too much damage to the chest will shut down, but will essentially be revived after the battle with 1 hp on the chest.
