On the Artificer Table page, it says

You have acquired enough achievements to create Level 1 Gemstone Golems and their components. Refer to your worktable page to do this.
Achievements: 15

But as I have 15 Achievements, I can make Level 2 as well. And on my worktable, it does allow me to do so. So this is more or less just for cosmetics but now you know.
