What about timed missions? You have to complete X amount of steps in Y amount of time or you fail and have to try again. Maybe a bit of an initial cost, so that (like gambling) you have a stake in it you don't want to lose. It works for Zynga games - you have to keep coming back or your crops wither, you fail the catering mission, you fail the timed goal, et cetera (depending on the game). This sort of thing would make people log in more frequently and feel more invested in the game.
