I went into a shack and it said I didnt have any quest slots open where or how do I get quest slots to do quests?

As you level up, you will get quest slots. Your first quest slot comes at level 3, second one at 7, and the last one at level 15. (At least, I assume its the last one. Might be wrong on that one :))

unless/until arkham comes up with more quest items then yeah 3 is the limit. no point having more slots
