According to the help page's chart, level 21 gives 1 motivation every 6 minutes, but looking at my profile page it says 1 every 5.

Something else i've noticed, that at my level the charts say i should have 4 spellslots. My spellbook says I have 3.

Don't worry too much about incorrect spellslots. I'll be running an auto-correct function on everyone before spells go live, and possibly increasing the frequency of spellslot acquisition as well.
